SENATE RESOLUTION NO. 12 am Urging the United States                                                                            
Department of Energy to expeditiously approve a two-year extension                                                              
of the export license for the Kenai liquefied natural gas plant, which                                                          
had been held in second reading (page 2344) was before the Senate on
